Lots of mistaken information here.

The core TROS rules does include stats for animals such as wolves and bears and so on. It does not include hit location charts for them, but suggests that the GM make a reasonable extrapolation from the the human hit location charts. In other words, if you swing your sword at a wolves head, using the human "head" chart will be close enough.

The rules contain weapon stats for bites and claws. More elaborate natural weapons can be extrapolated with minimal thought. The combat system includes rules for evading attacks (rather than parrying), which is just right for an animal's defence.

There is enough there to use animals in combat.

Now, even more, the TROS suppliment "Of Beasts and Men" is available now, and it includes more detailed info for fighting non-humanoid creatures, including details hit location charts.
