This is the one area of the game where some houserules might be in order for some. Thankfully, they're frightfully easy to come up with.

Solution 1) Limit Toughness. Jake suggests that for "realistic" humans, Toughness should be limited to 5. I limit Toughness to 6 (for TROS set in Hârn), personally.

Solution 2) Toughness only negates the opponent's Strength. In other words, if your character had a Toughness of 7, and his opponent a Strength of 3, only 3 points of damage could be absorbed by Toughness... your armour has to do the rest. This is what one of my GMs does and it works great.

Others leave Toughness as it is, and have no problems with it. Pick the solution that seems right to you.
