Overall you have to do a LOT (repeat) LOT of tinkering if you A) want to keep characters alive and B) create a balance between warriors and wizards (and, of course, don't even think about a character who is not one of those two -- they have no place at all in the game).

Toughness is only one of many min/max issues with TRoS.
