If you want to keep characters alive, you don't fight unless it's important. It's as easy as that.
Now THAT'S sense! Everyone's complaining about the deadliness of TROS, but that's how the game advertises itself! A game featuring incredibly realistic combat. I'm not going to debate how realistic it is here, but the point is that it's deadly.
If people don't like it, why play? Go play Feng Shui, or something!
I don't think the game needs tinkering with at all. I run Exalted, and the characters often vastly outmatch their opponents. A sorcerer with the right spells can take down an opponent easily enough if he has the distance. No one complains about tinkering there. The balance comes from the gamemaster. (S)He runs a game that is balanced, and doesn't rely on the game itself to balance characters.
As for toughness, well, I allow only half toughness to be applied to damage if the character isn't wearing armour. Works for me.
