Well, this is partially true, I think. However, the player can attempt to pursue the motivations all he can and still fail if the GM doesn't allow any way to satisfy that attempt.

If my drive is to kill the murderer of my brother, I can do all I can to look for him, track him down, etc. But if the GM doesn't ever include him in an adventure, I can never get anywhere with that particular spiritual attribute.
