Yep, that sure seems to be the case, spryte (as a race) at 3rd level.
"By having several races with 'racial levels,' Cook makes character choice more intriguing. Though by not having all the races with the three level advancement, Cook sets-up a great premise that falls flat when it could have made this book more outstanding than it is... Both of these races are not available at first character level, runechild being an option at 5th level, and sprytes available at 4th level."
Maybe it's my loopy reasoning, but one could conclude I was talking about racial levels in my review, as well as templates, which spryte (as a racial level) is not available until 4th level and runechild at 5th.
Again, it also might be the language and point of view I took while writing the review. My little aside on sprytes gets clouded when prefaced by a runechild description.
