This is no "rising costs of publishing." There's a concentration of publishers in the hands of fewer and fewer companies. Making a product as cheap as possible doesn't mean it's popular or profitable. On the other hand, charging outrageous sums of money doesn't do it either. In between is a "sweet" spot where the profits are maximized.
