1) This really, really, really isn't a Wraith book. The fact that there are ghosts in each doesn't make them the same thing, any more than it makes all those Hunter supplements into Vampire, Werewolf or Mage supplements (although it would have been nice if Urban Legends had been published years ago as a WoD supplement for all lines).
2) It's not metaplot driven -- it's a single long pre-generated chronicle. This is the WWGS equivalent of Gary Gygax's old "supermodule" series like G1-3, D1-3 and Q1, only with an actual plot that makes sort of sense. (I'm still unclear as to how the drow benefitted by the giant invasions in Gygax's modules, even after all these years.) Complaining about metaplot here is like complaining that a pregenerated campaign has all this story stuff in the way. It is, in this case, rather the point.
