Frankly I liked the races and conversions in the book and hated the concept. All these races around, all under the same type ("Shadow"), and nobody else can see them simply BECAUSE they're "Shadow"? Geez... The Delirium in Werewolf made more sense, mostly because White Wolf bothered to explain it. No such explanation was offered here. Besides, it costs too damn much for what it is. The only reason I bought it was that I wanted the material I mentioned above, and because I could get it for half price due to a sale in the local comic/RPG store. It's not worth $40, but $20 isn't too bad.
On the other hand, the useable material has a lot of potential. Here's my thought on a campaign world. A lot less "Stealth Paranormals" and more /Alien Nation/.
20-30 years ago (this is the rough-short version) small dimensional portals opened all over the world, bringing strange creatures from myth and legend to Earth. Panic and chaos ensued for a long time, until cooler heads began to find out just what these creatures were and why they were here. These interdimensional travelers have come to this universe to escape from something terrible in their own. Slowly, the newcomers have been accepted. There are still problems and hot spots here and there, and some of the "protection" laws from the initial panic are still on the books, but by and large life has gone on, with a few minor and not-so-minor changes, such as the forgotten art of magic. To a few individuals in world governments and in private research groups, however, there are still concerns, both small and large.
Small: Why did they come /here/, of all places?
Large: WHAT WERE THEY TRYING TO ESCAPE? WILL IT FOLLOW THEM HERE?
Bad news: It will, and it has already begun to.
Rough, I know, but I think it could make a good game with a little polishing.
