As evidenced by D&D 3.5, WotC does not agree with this philosophy. You care about making a good game and doing what's right by the players, WotC cares about making money anyway they can.

All companies want to make money, but most try to do so by creating the best product.

As evidenced by WotC's latest releases, quality of content is not particularly important to their sales. As a result, if they get it in their heads that d20 Modern revised will sell, they'll get to work on it right away - regardless of the fans and maximum benefits from play-testing.
