"Buffy" and "Angel", while set in the same world, have different emphases. "Buffy" generally regards the supernatural as a threat to normal humanity. In "Angel", the supernatural is intermixed with all aspects of human society.

While the parallels for "Shadowchasers" and "Urban Arcana" are obvious, I don't think WOTC needed to create two different "campaign models"; they're the same world, seen from different angles.
