This book was aimed in my direction; I passed on Dawnforge due to the fact that I would spend more effort memorizing the pregenerated setting material, while I can take Diamond Throne and get enough material to manage the layout of my own campaign, answer player questions, and elaborate on my own as needed without worry that my own additions will promptly be violated by a slew of sourcebooks. (Scarred Lands, anyone?)
But all said, I think your review is fine and stands on it's own, but the target audience is definitely those who want choice bits to work with, not an all-you-can-eat-or-else glut fest. Another book with a similar approach: the New Wilderlands Guide from Judge's Guild/Necromancer. Or perhaps even the Living greyhawk Gazetteer falls in to this category.
