It matters because you only have 4+ units in actual combat at a time and get to refill units after every barrage. If you're attacking with 4 units, for example, 1 of each type, then you're probably going to eliminate no more than 2 defenders before a refill occurs. If you were the defender in this scenario, this would be a very good reason to have 2 infantries on defense, to protect your tanks and planes, which are better attackers.

I have it, though I purposefully avoided reading the rules until I'd written this review.

It looks like the Expansion expands both the strategy and the complexity of the game. There's considerable more choice in actions.

In addition, there are some notable new rules, such as technology, political actions, government types, and naval units. I'd suspect that the expansion is highly worthwhile if you want a more strategic game.

I've got a playtest of it scheduled for tomorrow and so should be able to tell you more (via review) in a week or two.
