I think it's in the eye of the beholder.
Two 128 page supplements for, say, 7th Sea would cost me $19:95 each (for the older ones, $24:95 for current books). HeroQuest has noticeably more than 256 pages, much denser text and is a complete RPG.
To me (and I admit I have a "real" job and am a little less tight for money than I was when I was a student, etc) the real question of value is "how much will I get out of it"?
I bought Nobilis 2nd in its first printing days when it was still only $40. I bought HQ for $40. They've both been great reads, they've both turned my head around on my ideas about roleplaying. I look forward to running campaigns for both of them.
To me, HQ is a kind of ugly book, but totally worth the money for the content.
