Yes yes yes. What the reviewer views as a flaw -- the bias toward living characters -- is obviously the game designer deliberately giving a nudge toward playing living character. This is GOOD design -- using the game system to create the sort of game the author wanted.

The problem is the reviewer wanted Wraith Revised, so he was disappointed when ghosts weren't as viable an option for play. There is no rule that says all character options must be "balanced".

Even given that, I also disagree with the reviewer's view of what's better than what -- I actually see Skimmers and Sleepers as about equal, and I think not having an eternal doppleganger kicking around is worth playing a Hue, even with the Vitality cap.
