So if (for example) you want to run a badass Delta Green campaign set in the Iron Triangle around 1967, you will want your players to start out at at least Seasoned rank, if not higher. That's absolutely true. However, I still see tying Edges to Rank as being inherently limiting, insofar as you can't create, say, an inexperienced soldier who just happens to be a sniper or an otherwise unremarkable hero who just happens to be able to fly. Such abilities are tied to the characters' overall experience level.
