The short answer is that it doesn't.
Frankly, this is the only reasonable course to take. The adventure has some discussion about this: basically, the DM should just let the chips fall where they may. The adventure says to answer truthfully and retain ambiguity, so that the PCs can make their own decisions about what really happened.
I think this is really the best way to handle it. If your PCs are bloodthirsty and slaughter every lycanthrope in the town, then they fail.
