Interesting points from both sides. But ultimately you can tweak the D20 rules as you see fit. Want to make that occultist (I'll admit I only have the Chaosium BRP $5 pack and don't have any CoC system), Put your Int up to 18, pick and/or create any feats you need and ignore pre-reqs, get the appropriate skills and you're ready to go.
By the way, when I read Call of Cthulhu by HP Lovecraft, it seemed to me that Cthulhu did whatever he wanted. He simply grabbed, killed and scared to death a bunch of the sailors. Despite Edward Carnbys success, no GM should allow PCs to survive against Cthulhu if they go toe to toe, regardless of scores.
