True; 'pure' capitalism has never really been implemented, but in your summary of its characteristics you leave out an important detail: Adam Smith said that capital should be free to move toward to lowest costs, without the interference of governments. But he also said that workers should be free to move to the best wages and conditions, again without the interference of governments.

In other words, the original idea for 'free markets' also included total freedom of immigration.

So if a guy can make his stuff cheaper in Place B as opposed to Place A, he would be a fool to keep his company in Place A.

And if a worker can get paid better in Place A, he'd be a fool to stay in Place B.

Thus, wages and conditions would gradually even out in both places.

Try getting governments to implement that one...
