You do indeed have to have the Player's Handbook to run this game.

Well, you don't need the classes, the equipment, the spells, or very many of the monsters, so that's like more than half of the SRD right out. Mostly what you need are the experience charts, combat rules, situation and environment rules (from the DMG), and a few suitable monsters from the DMG if you like.

I own the 3e PHB, so I am not the best person to ask this of.
