Incidentally, Stefan Jones, author of GURPS Uplift, did several of the races for Contacting Aliens. GURPS Uplift has a bit more detail on the Galactic Insitutes and politics, and how Earthclan can interact with them --Contacting Aliens assumes you've read the novels and are at least passingly familiar with the politics. Upllift also has the chapters on technology and the multiple methods of FTL travel.
