Mainly in the points available to choose Qualities, Drawbacks, Attributes and Skills. The Angel RPG suggests that if you bring in Buffy RPG characters, hand them each 5 more Drama Points and they're OK.

If they are more powerful, then how does it appear that the cost of Qualities and Drawbacks in Angel compares to those in Buffy? Do they seem to be in line, meaning that, say, Humane Vampire costs 15 points in Angel as it does in Buffy? Mainly I'm just wondering if it works out so that you can create a Buffy character and still buy the new Qualities from Angel for them. And, of course, if the Quality Package creation rules will apply equally as well to Buffy.

It all appears to be equally valid and portable as-is. Angel doesn't use the Group Membership Quality, though - the Organization rules expand on that.

Finally, I'm curious if Angel gives any more ideas for Humane Vampires; ways to create ones without exactly copying Angel or Spike.

Well, Vampire is a Quality, and it's got 2 versions - more or less, safe or unsafe. It would be easy to add a couple of other supernatural qualities to the character to differentiate him from Angel and Spike.
