I'd agree, except that if there were no parties in Scandinavia interested in controlling Projector technology, -somebody- would come over and start hunting for the Orpheus employees. And the PCs would still have to hide and worry about their families and friends.

You could also have Scandinavia (or any place) as the headquarters of Orpheus: Europe. And as such, as visible and viable an entity as Orpheus:America. Intel, schematics, and even personnel could be swapped back and forth between the two companies.

Just some thoughts.
