It certainly could. Most countries have some sort of 'shadowy pseudo-government group' or corporation who would like to get their hands on projector technology.

A friend of mine is running an Orpheus game set in the UK, and is using a lot of stuff from Pagan's 'Delta Green: Countdown' (an excellent book if ever there was one) to flesh out information about groups in Europe that are interested in the paranormal. The Orpheus renegades are, in his game, being hunted by the agents of PISCES, a group presented in Delta Green and tweaked to remove the Shan influences it has in CoC. There is also a massive appendix in Countdown giving information on the real-life Secret Intelligence Services in many of the world's, countries, including Denmark and other Scandinavian nations.
