Maybe I'm wrong here but I imagine the artwork was drawn by hand on paper, then scanned in, hopefully at high resolution, as bitmaps. Some fiddling and touching up with a graphics program most likely follows. The problem really isn't that they are bitmapped but that they were printed at low resolution causing the pixelation to occur.

Even had the artwork masters been created as vector images, they are effectively converted to bitmaps when they are printed so vector graphics wouldn't have prevented the pixelation to occur. The problem simply appears that the printers didn't print or format the artwork at enough dots per inch to fool the eye into thinking it wasn't made up of a bunch of dots.
