This would be a good item to include in a FAQ (and clarified in A!SCR 2nd Edition).

Essentially, here was my design intention regarding semi-auto fire:

each single shot in semi-auto mode constitutes one Action. Multiple shots, up to the weapon's RoF, are allowed, but with the modifier for Multiple Actions, as given in the Core Rules.

I hope that clears things up (or at least clarifies what I *intended* as the rule).
