You should pop on over to the forums for Action! System and post a question or two on the OGL, what it means, what it is used for (there is a section for it). It was largely based on the Open Source software movement and the GPL, it was created my Ryan Dancy when he was with Wizards and he is still involved in the foundation, or he started it more to the point. (see below). Mark simply wanted to release this game under the OGL so people could use, develop, and distribute it freely. The whole basis of the idea is a really good one, and other game systems could benefit from the idea (IMHO).

Hit the forums, post your question, and we should be able to educate you on the varying aspects of it. Also check out the Open Gaming Foundation web page.
