If it means anything to anyone, my group made the assumption that semi-auto fire worked exactly as Mark just said he intended. I don't recall if it's implied in the rules, but it seems logical that one "aciton" includes firing a semi-automatic weapon. Anything NOT semi-automatic would take an additional action to load.
