Maybe I wasn't being clear enough.
There is no point at all in having such a detailed scale since all PC's are goping to use just the upper half.
D&D had this progression before, when you started to get 'to hit' bonus at 16 and then it increased by silly amounts when you reached 19 or whatever.
Now there is a steady progression up and down the scale. Much better.
RMSS should be like that, IMHO.
But my other point (badly told, maybe) does imply that since no player characters seems to have very low stats RMSS could start at 70 and D&D at 11, yes.
I'm glad to hear that HARP at least have extended the range of meaningful values a bit.
(and for your third point, that there are "a number of them" out there that look even more silly I just don't see which you mean.)
