For what it's worth, I've often had PCs with stats as low as the 20s or 30s. (Not mini-maxing...these were often stats such as Strength or Quickness, when appropriate for the character.)

If I was playing a character who was weak or not-too-bright, I frequently ply the low end of the spectrum.
