D&3 does not spread the stats bonuses completely, For example, 10 and 11 have the same value, Why not different?

What I feel is the worst problem is the silly scale for stats. It looks ridiculous!
In RMSS you only get a bonus from your stat if you have a value of at least 70! Then the values increase a lot the closer you get to 100. If you have 500-600 points to put into those stats, all your stats will be within the range for getting a bonus. Why not cut the scale off at 70 then? You could have stats from 1-30 instead! Or modify the table and spread the bonuses more evenly. D&D3 did this, and it is one of the best things they did when revising D&D...
It just looks silly any other way.
From the sound of the review above, I guess HARP uses the weird RMSS way. Too bad.
