It is a nice review. Very well done.

I think part of the problem you are having with RSR is that you are looking at an extrememly powerful spell and assuming a starting-level character would be casting such a spell. The HERO System, just like D&D, use experience to improve the character over time. Your 150 point starting-level mage is not the character who should be throwing a 180 point spell in most instances. Those spells are reserved for your character as he spends his experience and becomes more powerful.

To put it simpley, some of the spells in the FHG are for 1st level mages and some of the spells are for 20th level mages. By seeing the magic roll modifier the player understands that his character is not powerful enough to cast such a spell yet.

Also the skill rolls themselves are not bound by the basic guidelines in Fifth Edition. Each genre book expands upon the guidelines in Fifth. The example character Valerius has a Fire Magic roll of 17- at beginning level. This number will increase as the character advances in magical might.
