I also don't agree much with the reviewer argument as he stated. Still, GURPS core book is an incomplete set of GURPS rules, as the system is rather modular (and not general as the name sugests). You can use magic with the core book system, which is expanded in GURPS Magic, or use GURPS Spirits, which portrait an alternative magic system (first seem in GURPS Voodoo) with a completely diferent set of rules.

I would say that HERO is a complete set of rules, as the sourcebooks are more guidelines on how to apply the rules into a specific genre. The same could be said to D&D gift set (a system in three volumes), or most Chaosium's games, especially Call of Cthulhu.

I believe the reviewer wanted to express that you can fully experiment HARP with a single book. Although I might agree that this is something to be praised, it is not so uncommon as the review portraits.
