Once again, not trying to be a jerk, but the Hero System 5th ed is $39.95 and isn't the prettiest thing on earth. I love Hero and the books have started to reflect the fact that this isn't 1980 but 2004 but some of those early books for 5th ed were just downright ugly.

For a fantasy campaign, I would say that Fantasy Hero, a 416 page book at $31.95 is also vital for such a campaign. Now you could probably skip the monster manual and the spellbook for Hero, but you've got to have Fantasy Hero for many areas to give the GM some time to actually run the campiagn as opposed to making up everything.
