I don't need Fantasy HERO to run a Fantasy campaign in HERO. You also appears to have enough experience to do it without the supplement. I haven't checked the new Fantasy HERO and I'm sure it would be helpful, but not essential.

For a fantasy campaign, I would say that Fantasy Hero, a 416 page book at $31.95 is also vital for such a campaign. Now you could probably skip the monster manual and the spellbook for Hero, but you've got to have Fantasy Hero for many areas to give the GM some time to actually run the campiagn as opposed to making up everything.
