Sorry did not mean to imply they were not in HARP, I was referring to RM's penalties.

In my experience that is the most abused rule from my RM days, nobody seemed to care about it much (when they should). I usually had PC's wearing light to none for armor and would get cheesed at my GM for letting the armor clad guys pull off some fantastic manuvers...
