In RMSS, actions in rounds were divided up by percentages, ie if you moved 50 ft you used up 50% (just an example, not sure if this is even correct) of your round action and so you have only 50% of your OB to use in that round. Is this still the case in HARP?

I remember feeling very overwhelmed with the calculations and multiple tables in RMSS that I gave up on trying to master the rules. I'm hoping HARP will be easier to figure out.
