It's OGL, as Auld Grump rightly points out, because it contains character generation rules. I am not confused about the nature of the two things, I am simply addressing the reality that on any meaningful gaming view it is a d20 game. The terms OGL and d20, in this case anyway, have more to do with legal licencing requirements than actual game mechanics.
