I really wanted to like this book, but in the end, I agree with you: It's an akward game, with too much working against it. Some things I would also mention include: the book should have been a sourcebook for D20 Modern, not it's own OGL set. Too much wasted space for a a target audience that is already fully equipped (or able to download SRDs). This would have allowed for more material relevant to the topic. I felt the selection of campaign ideas, creatures, and novel content on running games in the genre was weak, uninspired, and could not hold up to existing competition. This seems to be epidemic with many (though not all) Mongoose products. Think of a 300+ page slayer's guide, with the same percentage of meaningful or useful content (none).
