I imagine one reason it might not have won is that it does involve a few rules changes (racial talents and transformations, classes being replaced)- not so much that it's not D&D, but enough that WotC might've been wary of being the ones to publish it. They may want to stay nearer the baseline of what's in the PHB.

Then again, the changes may have been made or amplified when the setting was taken to FFG.
