Personally, I think that would clutter the system a bit; it's fairly elegant right now.

However, beyond that, there's no reason not to, and probably no balance problems if the 2-5 powers are all made increasingly weaker. It could be that #2, the aristocrat, gets a free card added to his deck, #3, the trader, gets to exchange one of his tiles on the board for another one in the same spot, #4, the monk, gets to look at his pile of cards, and #5, the herder, gets to move a camel to an orthagonally or diagonally adjacent space.

Those particular rules, I think, decrease in power (the trader I'm most iffy on), and all constrain the effects to the final phase of the turn for maximum simplicity.
