If you lose the roll, you lose the ammount you bid. In all cases, the active participant decides the bid that one or the other loses. When you start a contest, you cannot be certain what your opponent's skill and AP are, so a careful, low, bid may be prudent. Once AP have been won or lost, you can get a good measure of the opposition. If you have no clear superiority, don't bid enough to make yourself lose outright if you lost the action.
