Let me clarify (in other words, I screwed up my explanation). If you are the active participant (with two opponents you take turn about), you decide on the AP bid. Loser loses the AP (or double it, or transfer it, etc. depending on comparative results). So, IF you are the bidder, you decide how many AP are at stake. If you are NOT the active participant, whoever is decides the AP.

Whoever has highest skill is likely to win, and if they have the AP, they'd be better off bidding at least as many AP as will put the other guys down to 0 or below. However, if the same AP loss would put the bidder to or below 0 AP, can they take the risk?
