There is no such thing as a maximum attribute level in Tri-Stat, although attributes themselves often have only so many levels. Perhaps you are thinking of Mutants & Masterminds.

"Each Attribute is rated with a Level of 1-10, although Attributes can be extended beyond Level 10 with GM permission."

Looking at two example characters in the book that abused the point break: Officer Prometheus's Roman Candle is 16 points; he saved 24 points on other attack powers. Sentinel's Atomic Thunder is 32; he saved 42 points on other attack powers. And that's for 'iconic' characters written from an author's point of view, not a powergamer's
point of view.

It's not abuse. The writers simply recognise that secondary attacks don't add that much raw power to a character, because you have to choose between them.

The system doesn't use counting by fours; it uses division. So, if you had 7 actions and you rolled a 19 for initiative, you would go on 19, 16, 13, 10, 8, 5, and 2. If you rolled a 0 for initiative, you would have seven actions on initiative 0; if you rolled a negative initiative, your first actions happen after your last actions.

I've never seen an intiative of zero or less in d20, although it could theoretically happen. The solution is to add a number (say ten) to everyone's initiative.
