It seems to be as other have interpreted the scale. And also realistic, as some Kingdoms whould have been really small otherwise.

The scale of the map over Europe seems to be the same, the scale maximum seems to be 600 miles, and Keshan fits in around just 600 miles wide. The map in the RPG has Keshan to be the same.

On the same page is a short essay that talks about inconsistencies on the maps.
