I hear what you say and agree that the priority system causes some wierd things in character creation. But frankly, so do most of the other character creation -systems as well. Makes me wonder if priority system could be edited some way. Like giving the player a chance to drop one category and raise another. So that you would have two Fs and two Bs, for example.

Anyways... that was not my point. Rather I am very puzzled on why giving some "bad" (from the character-efficiency -viewpoint) choices is a bad thing. As I see it, it's still more choices for players. And even though some choices are bad from the efficiency-viewpoint, they can actually flesh out characters and make them more interesting to play. God knows I don't always make my characters as powerful as possible and have been known to use some very inefficient combinations if they've given me a chance to create an interesting character.

Disclaimer: I have not player TROS (yet), but I've read it and know that it's not exactly my cup of tea. So I am not here to sing praises for it. This point is just somewhat puzzling to me.
