Really your players could do just about anything.

They could be mercenaries or part of the Macrocorp security forces fighting in the Contested Grounds.

They could be provosts (cops) for the TCMAA trying to clean up their burgh.

They could be executives for one of the Macrocorps.

They could be staff or students from Longshore University studying the Shift and the Shifted.

They could be factory workers trying to get out of the oppressive slums they live in or thugs trying to better their lives at the expense of the rich.

They key is that no matter what they do the characters should try to offer some hope to the teeming masses of the city and try not to end up as the main couse at the local Meat the People food chain. :-)
