From what I've heard of the book, it seems to be more of a "setting book" than a "system book." Which is not to say it wouldn't work for a New Crobuzon game, just that you'de be missing out on the best part of the book.

My suggestion for running a New Crobuzon game would be to use the Unknown Armies system with a few tweaks (like race modifiers). Fleshcrafting wouldn't be to difficult to create - just modify and add to the mechanomancy rules.
