Another reason for that attitude is because, since HERO wants to be a Universal RPG, it actually looks on the surface like all you need is the BBB (things like the Limited Disad, Multipower and the Ever Popular VPP tend to reinforce that thought-"Hey, I can define my own stuff, so why would anyuone want to create more powers?"). Also, a lot of folks out there didn't trust anything after the BBB to be 4th compatible.

Now, I've only bought FRed and haven't looked at anything past that, but I'm assuming HERO learned from that and all add-ons work the same across the board.
