One useful addition in the HERO Fifth Edition rulebook is "Nine Ways to Speed Up Combat," a collection of suggestions for additions, subtractions and adjustments to the rules to help increase the pace of HERO combats. In my experience they can really make a difference, especially at the superheroic level of play.

The suggestions fill up the sidebars on 5E pp. 252-54.
